when i unlock a rune in PVP how do i use it, can i use it with the character i unlocked it with? lol i dont PVP much as u can tell and just needed help.

In order to use a rune that you unlock using your Faction (Or any other method for that matter) you need to (re)create your PvP character. The rune will now be available at Character Creation.
